Liu Zengxiao, a Han nationality, was born in June 1944 at Huairen Country. He graduated from the Fine Arts Department of Inner Mongolia Normal University. He is a professional painter and also a member of the Chinese Artists Association whose names are included in the "Who's Who in Contemporary Chinese Artists” book.
